Personal data relates to a living individual who can be identified from that data, e.g. a name, photo or address. Identification can be by the information alone or with other information in the data controller’s possession. The processing of personal data is governed by the General Data Protection Regulation (the “GDPR”).
Who are we?
Charlton Parish Council is the data controller (contact details are below). This means it decides how your personal data is processed and what it is used for.
How do we process your personal data?
Charlton Parish Council complies with its obligations under the “GDPR” by keeping personal data up to date; by storing and
destroying it securely; by not collecting or retaining excessive amounts of data; by protecting personal data from loss, misuse, unauthorised access and disclosure and be ensuring that appropriate technical measures are in place to protect personal data.
What is the legal basis for processing your personal data?
The council is a public authority and has certain powers and obligations. Most of your personal data is processed for compliance with a legal obligation which includes the discharge of the council’s statutory functions and powers. Sometimes when exercising these powers or duties it is necessary to process personal data of residents or people using the council’s services. We will always take into account your interests and rights. This Privacy Notice sets out your rights and the council’s obligations to you. We may process personal data if it is necessary for the performance of a contract with you, or to take steps to enter into a contract. Sometimes the use of your personal data requires your consent. We will first obtain your consent to that use.
Sharing your personal data
Your personal data will be treated as strictly confidential and will only be shared with other organisations with your explicit consent.
How long do we need your personal data?
We will keep records as legally required. For example it is best practice to keep financial records for a minimum of 8 years to support HMRC audits. We may have legal obligations to retain some data in connection with our statutory obligations as a public authority, such as the current electoral roll. We will endeavour to keep data only for as long as we need it- it will be deleted when no longer required.

PDFs and other documents
Many of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be structured so they’re accessible to a screen reader. This does not meet:
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix documents such as agendas, minutes and financial documents prior to 2018.
The Council are required, by law, to upload a number of documents that have been approved and signed (the end of year audit for example), this is done by scanning the document and uploading as a PDF filetype. The very nature of a scanned document is not accessible and often OCR conversion of the document is not perfect. This will be reviewed, likely in 2025 to see if technology or regulations have changed.
Any new PDFs or Word documents the Council publish will aim to meet accessibility standards, unless these documents are in a format which cannot be made accessible easily. If you are unable to access any document on this website due to its format, please contact the Clerk via the methods mentioned above.

The Evesham Journal has published the following helpful guide to the new Covid rules for travellers which came into force on Sunday:
Eligible fully vaccinated passengers arriving in England from countries not on the UK’s red list can take a cheaper lateral flow test instead of a PCR from today.
Lateral flow tests must be taken as soon as possible on the day of arrival in England or at the latest before the end of a passenger’s second day and can now be purchased from the list of private providers on GOV.UK from as little as £22 – significantly cheaper than PCR tests.
Lateral flow tests for international travel must be purchased from a private provider as NHS Test and Trace lateral flow tests cannot be used for international travel.
Passengers who have already bought a PCR to use for travel do not need to buy another test as PCRs can still be used.
Passengers must take a photo of their lateral flow test and booking reference supplied by the private provider and send it back to them to verify the result.
Passengers are also able to book a test which they can take on their arrival into England at testing centres located in some airports.
People using PCR tests for travel will have their test reported by the company they purchase the test from.
Anyone testing positive will need to isolate and take a confirmatory PCR test, at no additional cost to the traveller, which can be genomically sequenced to help identify new variants.
PCR tests can be accessed free of charge by ordering in the usual way through NHS Test and Trace – via?nhs.uk/coronavirus?or by calling 119.?
Test providers will be expected to advise people to self-isolate and direct people towards the NHS Test and Trace booking page.

Some residents have been asking about the installation of CCTV cameras beside the Severn Trent pumping station on Mill Lane in Fladbury. These have been installed by the Environment Agency as part of its flood warning strategy. In addition to any other monitoring of levels in the river, the cameras will show when the road is flooding and help with road closure/diversion activity.
The harvest lunch took place on Saturday 16th October and all places were taken. A splendid ploughman’s lunch, followed by apple pies and cakes, was enjoyed by all. Thanks to everyone who helped organise the event and contributed food and particularly to the village ladies who worked so hard on the day. £200 was raised for Farm Africa and the Pershore Foodbank and a further £100 was raised from the raffle for the Old Schoolroom fund.

The parish councils of Charlton, Cropthorne, Fladbury and Wick have responded to the consultation on the Main Modifications to the Plan, following the Examination in Public in November 2020
The consultation asked for comments on whether the MLP is legally compliant and sound in respect of it being positively prepared, justified, effective and compliant with national policy. In respect of legal compliance, the parish councils’ opinion was that the MLP is not legally compliant in particular respect to community engagement and communication, as detailed in the National Planning Policy Format (NPPF) and Worcestershire County Council’s own Statement of Community Involvement (SCI). In respect of the soundness of the MLP, the parish councils’ opinion is not sound in respect of its impact on climate change, the loss of best and most versatile agricultural land and impact on air quality. The parish councils’ detailed responses can be downloaded and read on the Minerals Local Plan page of this website.
There are reports of the theft of drain and gully covers from Yessell Lane in Charlton and Neigh Lane and Main Street in Cropthorne. Worcestershire Highways’ contractors are making the sites safe and will eventually be replacing the stolen items. If anyone notices suspicious behaviour around street gullies, please report this to:
